IT Program Manager (Engineering)

We are seeking a highly skilled IT Program Manager to play a pivotal role in advancing the VA's governance objectives. The ideal candidate will bring a proven track record of managing small and large IT projects and substantial experience in government settings. This role requires a robust portfolio management background, deep expertise in the full systems development life cycle, enterprise-wide network engineering, and strategic information planning.
Key Responsibilities
Project Management: Lead and manage a diverse portfolio of IT projects, ensuring successful delivery within scope, time, and budget.
Systems Development: Oversee the full systems development life cycle, including enterprise-wide network engineering and strategic information planning.
Risk Management: Identify, assess, and mitigate project risks to ensure successful outcomes.
Cost and Performance Tracking: Monitor project costs, schedules, and performance metrics.
Security Projects: Demonstrate success in managing IT security projects, ensuring adherence to security protocols and standards.
Agile Development: To drive project efficiency and adaptability, apply agile methodologies, including Lean and Kanban.

Proven experience managing small and large IT projects, preferably in a government setting.
Demonstrated ability to manage a portfolio of projects with a robust understanding of project management practices.
Extensive knowledge of the full systems development life cycle, enterprise network engineering, and business process reengineering.
Skilled in identifying and mitigating risks, as well as tracking and managing costs, schedules, and performance.
Proven success as a Program Manager for security-focused projects.
Experience with agile development methodologies, including Lean and Kanban.
Project Management Professional (PMP) certification, including all continuing education credits, is desired.
U.S. Citizen or Permanent Resident status required

Education:
Master's degree in engineering, Computer Science, Mathematics, or a related scientific/technical discipline.
Or, 10 + years of additional relevant experience may be considered in lieu of the educational requirements.
